Information Warfare Planning Capability

Information Warfare Planning Capability (IWPC) is an integrated suite of automated, collaborative tools supporting integration of IW effects into operational planning & execution. IWPC imageServices provided by IWPC include:

  • Direction / Guidance: IWPC imports planning guidance, targeting information, intelligence, assessment data and results of executed plans from various sources in multiple formats. This information is evaluated and made available to all appropriate IWPC functional processes or applications.
  • Information Services: No planning effort can be effective and no campaign successful without a steady flow of actionable, accurate and timely information. IWPC has access to data from multiple information sources / databases, including direct interfaces with multi-source intelligence repositories, data bases and web pages. Currently IWPC uses the Analyst Collaborative Environment (ACE) to manage and share intelligence gathered from the Sensor Shadow database and other applicable data sources.  
  • Process Monitoring: Planning for information warfare capabilities is a complex process with many phases, cycles and steps. IWPC offers the Collaborative Workflow Tool (CWT) to help guide the IW planner or analyst through various responsibilities, ensuring no vital step is overlooked or duplicated. CWT has multiple process and duty position templates.
  • Delibrative / Actionable Planning: IWPC supports offensive and defensive, deliberate and crisis-action, planning and execution through all phases of the planning cycle. The IWPC suite of applications support effects based strategy/COA development and analysis, targeting, execution monitoring and combat assessment. At the center of the planning effort is the Collaborative Planning Tool (CPT), which links IW actions, effects and assessments back to the Commander’s intent and effects-based objectives.
  • Decision Support: To take full advantage of an expanding array of kinetic and non-kinetic options, planners require decision support tools which allow them to integrate and synchronize multiple weapons capabilities to best achieve effects-based objectives with the greatest economy of force. IWPC tools such as TEL-SCOPE telecommunication modeling tool and the Course of Action Support Tool (COAST) prototype, planners are provided with evaluated, quantifiable options to make timely and accurate employment decisions.
  • Reports / Interfaces: During the planning and execution phases, IWPC provides multiple outputs tailored to each particular customer or function. From the creation of target lists and formatted planning documents, to many process templates, overlays, and decision briefings, IWPC’s many automated outputs help planners keep up with the battle rhythm set by Combatant Commanders.
  • Visualization: IWPC allows a planner to view potential targets and target relationships on a map display, or visualize the synchronization of planned actions in temporal or graphical representations. Its IW Visualization (IW Viz) tool and Enhanced Synchronization Matrix (EsyncMatrix) enable the planner to make timely, informed decisions, as well as perform multiple planning and targeting functions directly from these displays.
